MEDIA OUTREACH & EDUCATION (MOE) FORM INTRODUCTION
Purpose: A Media Outreach and Education (MOE) unit is earned when your agency shares Medicare or MIPPA information through mass media or distributed materials—rather than direct presentations to groups.
What Qualifies: Eligible media types include:
Billboards / Outdoor ads – Count total traffic views (impressions) once per posting.
Email Blasts / Newsletters – Count number of recipients or subscribers.
Newspaper or Magazine Articles – Count circulation numbers from publisher.
Radio / Television / PSA – Count estimated listeners or viewers.
Social Media Posts – Count post reach or views from official program accounts only.
Websites – Count page views or unique visitors to your agency’s own site.
Other Media – Flyers, postcards, brochures, or print materials distributed to the public (e.g., at partner sites or through mailouts).
Counting Reach: Report the estimated number of people reached (impressions, circulation, or distributed copies). For example:
Facebook post with 2,500 views = 1 MOE unit
Parish newspaper article with 8,000 circulation = 1 MOE unit
Mailing 400 LIS flyers = 1 MOE unit
What Doesn’t Qualify:
Live or recorded presentations with an interactive component (those count as Group Outreach).
One-on-one client communications (those count as Beneficiary Contacts).
