MIPPA GROUP OUTREACH AND EDUCATION OVERVIEW
Purpose: A Group Outreach and Education (GOE) unit is earned each time your agency conducts an event designed to educate or assist groups of people about Medicare, MIPPA programs, or related topics.
What Qualifies: There are three types of GOE events:
Interactive Presentations – Live or recorded workshops, webinars, or forums where attendees can ask questions (in-person, video, or teleconference). If recorded, you must provide a way for viewers to contact a trained staff member and receive a response within three business days.
Booths or Exhibits – Participation in events like health fairs or senior expos where information, brochures, or counseling resources are shared with the public to raise awareness of SHIP or MIPPA services.
Enrollment Events – Events where staff help beneficiaries complete and submit Medicare or benefits applications. Each person counseled should also be entered as a separate Beneficiary Contact Form (BCF).
Counting Attendees:
For live sessions: count everyone who attended or logged in.
For exhibits: count only those who engaged or took materials.
For recorded sessions: update the attendee number monthly as new views are added, for up to one calendar year.
What Doesn’t Qualify:
Counselor training sessions (staff development)
General advertising or social media posts (those count under Media Outreach)
Example Units:
“Welcome to Medicare” workshop with 35 attendees = 1 GOE unit
Senior Expo booth distributing MIPPA brochures = 1 GOE unit
LIS/MSP enrollment event with 12 beneficiaries helped = 1 GOE unit + 12 BCF entries
